Detectives learned in a preliminary investigation that 30-year-old Joseph Norman Jr. allegedly forced a minor to perform oral sex on him multiple times. Norman was eventually arrested and taken to the county detention center where he later posted $5,000 unsecured bail and was released. But further investigation into the charges against Norman found that he photographed the minor during one of the sexual acts, the sheriff’s office said, and on February 6, a Wicomico County grand jury indicted Norman on 32 counts.

The charges include sexual abuse of a minor, sexual solicitation of a minor, videotaping of a child in a sexual act, possession of child pornography, and seven counts each of second-degree rape, third-degree sexual offense, fourth-degree sexual offense. and second degree assault.
