Charges on Richard Tobin

Morin, 37, was last seen at her home wearing a dark tank top, black sports bra, black spandex shorts and gray sneakers, heading to the Ma and Pa Trail in Bel Air on Saturday around 6 p.m. Tobin was confirmed to be the person who first reported Morin missing after she failed to return home, police said.
