A California police union executive is being charged with attempting to illegally import valeryl fentanyl, according to the US Attorney’s Office for the Northern District of California. Joanne Marian Segovia, a top executive with the San Jose police union, is accused of using her personal computer and her work computer to order opioids and other pills between October 2015 and January 2023 and agreeing to distribute them elsewhere. As the US Attorney’s Office shares, she is accused of receiving at least 61 mailings at her home from places including Hong Kong, Hungary, India and Singapore. Five of the packages, sent under the guise of “Wedding Favors”, “Makeup Gift” or “Chocolate and Candy”, were intercepted between July 2019 and January 2023 and were found to contain synthetic opioids such as Tramadol and Tapentadol, with some packages worth thousands of dollars.

Joanne Segovia Charged with Importing Opioids

Segovia, 64, is accused of using WhatsApp to contact someone with an Indian phone number between January 2020 and March 2023, with messages mentioning shipments and photos of tablets and packages. She is also accused of using her office at the San Jose Police Officers Association to distribute substances, according to the US Attorney’s Office. When a vendor asked her to ship a package to someone in North Carolina in the spring of 2021, she allegedly sent them a photograph of a shipment made using the San Jose Police Officers Association UPS account. According to a complaint unsealed Tuesday and the San Francisco Standard, the union executive was detained as part of a Homeland Security investigation into substances being shipped to the Bay Area.

While being interviewed on March 14, Segovia claimed that she had nothing to do with the orders sent to her and blamed a family friend and the housekeeper, adding that “it all leads to her.” She claimed the person suffered from a substance use disorder, according to the complaint. Will Edelman, who was listed as Segovia’s defense attorney in court records, did not immediately respond to PEOPLE’s request for comment. Even after she was interviewed by federal agents in February 2023, another shipment addressed to her was seized in Kentucky containing valeryl fentanyl.

“Last Friday, federal authorities informed us that one of our civilian employees was under investigation for distribution of a controlled substance and the POA has been fully and completely cooperating with federal authorities as they continue their investigation,” said Tom Saggau, spokesman of the San Jose Police Officers Association, told PEOPLE. “The POA immediately placed the civilian employee on leave and, as is standard procedure, cut off all access to the POA. No additional individuals at the POA are involved in or had prior knowledge of the alleged acts.
