This indicates that she was extremely intoxicated as her blood alcohol level was almost four times the legal limit. Washington, one of the suspects in Brooks’ rape, said in obtained court documents that he and Brooks had a consensual sexual encounter after a night of drinking at Reggie’s Bar in Tigerland, Baton Rouge.
