PENNSYLVANIA: Philadelphia police arrested the parents after they found two partially clothed little girls wandering unattended in the rain and a 6-year-old boy locked in a dog crate. Paul Weber, 31, and Michelle Campbell, 30, were charged with two counts of recklessly endangering a person and endangering the welfare of a child.

When police showed up at her home in the 4200 block of Glenview Street, they saw two little girls, ages 3 and 5, stumbling near the rear of the building. Police discovered the 6-year-old girl in the cage after they picked up the girls and entered the home. A zip tie was used to close the cage.

“When officers arrived at the block, they saw two girls, ages four and five, who were partially clothed outside in the rain. Officers were able to lift them up and enter the property. Once they got in there, they found a 6-year-old that was locked inside a dog crate,” said Sgt. Eric Gripp of the Philadelphia Police Department, according to ABC News.
