Charges on Radrick Francois

Surveillance video from the scene showed Francois, who was wearing a Sesame Street Count Dracula sweatshirt, speaking to the women in the car. He then shot the car before fleeing with the child, according to the affidavit. There was also an 8 month old baby in the car who was not injured.

Detectives identified Francois, who lived in the apartment complex, as the suspect. Owens’ relatives said she and Francois were in a custody battle over her children and that he previously threatened to kill her, according to the affidavit. Francois eventually made it out of the apartment, where the 2-year-old girl was found unharmed. In an interview with detectives, Francois claimed that she shot Owens in self-defense and accidentally shot Starr.

She described Owens as being disrespectful towards him. Francois said that Owens was armed and that she had to take the gun from him. After getting the girl out of the car, he said she was handing the gun back to him and it fired from her after she snatched it from him. The video showed otherwise, according to the affidavit.

A search warrant for the apartment yielded the Sesame Street sweatshirt and 9mm rounds. He claimed that the gun was discovered because a person named “Flex” took the gun from the scene.
