Virginia State Police arrested seven Henrico County sheriff’s deputies Tuesday on second-degree murder charges for allegedly killing Irvo N. Otieno who was being transferred from jail to a psychiatric hospital. Authorities identified the defendants as Randy Joseph Boye, 57, Dwayne Alan Bramble, 37, Jermaine Lavar Branch, 45, Bradley Thomas Disse, 43, Tabitha Renee Levere, 50, Brandon Edwards Rodgers, 48, and Kaiyell Dajour Sanders, 30. Authorities said the victim Irvo N. Otieno 28, had been admitted as a patient at Central State Hospital in Dinwiddie County, Virginia, where he died on March 6. Police began conducting a death investigation shortly after the incident was reported.

“State Police investigators were told that he had become combative during the intake process,” the Commonwealth Attorney’s Office for Dinwiddie County said. “Otieno, who was physically restrained, died during the admission process. His body was transported to the Office of the Chief Medical Examiner in Richmond for examination and autopsy.”
“The use of criminal information to make an arrest is rare in Virginia, but it is necessary in this particular incident,” said Ann Cabell Baskervill, Dinwiddie County Commonwealth Attorney. “This legal tactic is intended to protect other residents of the Henrico County Jail. It allows the justified and immediate removal of these seven people from their current capacities.” She said her office told Otieno’s family about the case Tuesday.
