The body of a Wisconsin teenager was discovered inside the wreckage of a vehicle this week, four days after the car was towed from the scene of a grisly accident. James Stokes, 17, of Milwaukee, was found dead on the floor of the back seat of a damaged white Kia in the city parking lot Monday morning, FOX 6 reported.

The vehicle, which was determined to have been stolen, arrived at the lot on the evening of June 1, after crashing into a tree at North 91st Street and West Fond du Lac Avenue, the Milwaukee Police Department said in a statement. The driver of the vehicle, a 16-year-old male, was taken to the hospital with non-life-threatening injuries and was later arrested.

The Milwaukee County Medical Examiner’s Office is determining the cause of death for the 17-year-old, police said. Both MPD and the Department of Public Works are currently investigating how Stokes’ body went undetected. “This is supposed to be a multi-layered approach so that these kinds of things don’t happen,” attorney William Sulton told CBS 58.

“When vehicles arrive at the tow lot, we have another set of rules and responsibilities that apply to officers at the tow lot. They cannot process or release the vehicle until they can confirm a search has been conducted.” The discovery of Stokes’ body marks the third time Milwaukee authorities have towed a vehicle with a person inside in five years. In 2018, a four-year-old girl spent the night alone in the parking lot after her mother was arrested for operating while intoxicated, FOX 6 reported.
