A witness who was with Augustin when she died told authorities in a report shared with PEOPLE that around 10:30 a.m. m. he had picked up Augustin. They were “driving around smoking cannabis” in their white Hyundai around 11:00 a.m. when he saw his cousin Keith walking nearby, according to authorities.
